This is a city meter the feeds my plant, PSI is around 50-60 depending on the hour. There is alot of air in the water lines. Every house of building have very similar type of meter. These meters read any type of flow that goes through. So we only only want to measure water and not the air. Current water bill is around $20K a month. This smart valve should get it down but 15%... Valve is around 10K.....

I see, so what you mean is by keeping the pressure steady so it will be full pipe. I think it’s commonly known as pressure regulator or cycle stop valve.
