This is like the chronicle of announced death, as Gabriel García-Márquez wrote in other context. It is the result of decades of negligence and probably corruption in the licensing system. We have very good laws for Impact Assessment and licensing. These laws are from the 80's of the XX century. Also, in the Federal Constitution it is very clear the need for Environmental Impact Assessment, but the issue here is on licensing. We have a CONAMA (Federal Environmental Regulation Council) Rule, 237/1997, that defines and rules types of environmental licensing. I dare to say, someone give backs to this. We are a bureaucratic country. Therefore, just fllowing the laws and rules would avoid this whole tragedy. We lack environmental attitude.
