Sounds like a plan, but improvements in steam cycle efficiency (by not using steam any more, but trade in the steam turbine for a Brayton closed cycle that runs on carbon dioxide in its supercritical state) would greatly reduce the amount of cooling water required, and possibly allow systems with ZLD to be further implemented. A 20% increase in cycle efficiency is nothing to sneeze at or upon.
