Reusing waste water is always a great idea. 2 items of concern. Difficult to understand why build on an active seismic zone. also it says you will be using ultraviolet which will kill all of the beneficial microbes that are needed when discharged. One question: why recycle/clean 1 billion gallons a year and then dump into a river? You may want to build a storage tank for water. clean it with microbes = 100% clean and potable. Then just pump it back into your storage tanks. This would allow the up stream water table to refill. Needed in California and especially Arizona.
